Returns the closest scrollable ancestor of a DOM element.

#### Parameters

* `domElement: HTMLElement`

  DOM element.

#### Returns

* `HTMLElement | null`

  First ancestor of `domElement` that is scrollable or null if such ancestor doesn't exist.
